It is shocking that Stevie Jr. wasn't safe even with two german shepherds with him. I agree with Nicole's comment that the presence of the dogs could indicate that this may have been an accident--it could also mean that Stevie encountered an adult that he trusted. Dogs will react to the way their owner feels, so if Stevie felt safe until the second he was attacked (because he knew his attacker) his dog couldn't react until it was too late--or couldn't react at all because the perpetrator may have tied up the dogs or separated them from Stevie when the perpetrator was still in a position of trust.
